Whats his problem? Please help me out!?

Ok, so there is this guy, who i see EVERYWHERE and we go to the same school and he is always around close to me and glances over every once in a while, like what does this mean in guy language? does he want to make the first move but is scared, or does he wnat me too, or is it nothing??(btw me gr10 him gr12)
