Is this car worth buying?

Im looking at this car and I want to know what you think. It is a 1985 Chevy Astro. New engine with 15k miles on the new engine. New exhaust. The car is stripped. NO radio, A/C etc. All the inside contains is, Two seats, steering wheel, shifter, brake and gas pedals, and gauges. I really want this car. The price is $550. Since its a new engine does that mean that the car only has 15k miles on it? Is this worth buying?
